I cannot reply message and cannot generate pcie example design

Why the reply button is always gray？I cannot reply, I am sorry I have to ask the question again. Quartus version is  (Quartus Prime Pro 22.3), I created an empty project, then created pcie.ip configured and generated example design. I have used this procedure to generate example design of other IP cores before
