If transceiver not used,should power connected?

I'm designing a pcb with an EP4CGX110 in it.I'am not going to use the transceiver part, so can i just leave the VCCL_GXB VCCH_GXB VCCA_GXB and the differential IO not connected? 

 

And is there any demo board design released by altera for CYCLONE IV?

I guess, it's exactly specified in the datasheet. 

 

Previous GXB devices (e.g. Arria) has these requirements: 

- Power all supply voltages 

- Connect all unused differential inputs to a (common) pair of weak pull-up/pull-down resistors 

It's most likely correct for Cyclone IV, too.
