.JIC file unable to program SST26VF016B Flash

Hi,

I'm trying to program an SST26VF016B flash memory (2.5V/3.0V 16 Mbit Serial Quad I/O (SQI) Flash Memory) through a Cyclone iv E (EP4CE40).

I couldn't find the SST26VF016B memory part in Quartus v18.1, so I'm generating the .JIC file with "configuration device" EPCQ16A flash memory setting and disabling the EPCQ ID Check. 

I can program the SST26VF016B with the generated .RPD file (through the processor) but it will always fail on the Quartus program device page with the .JIC file.

The JTAG port and connector are fine because I can program the FPGA by itself.

Is there anything that Im doing wrong/ missing?

Question 2

Can I upload the SST26VF016B flash memory device settings onto Quartus v18.1?

Kindly use Generic Serial Flash IP to program 3rd party flash.
