MAX3000A DC input bypassing

Hello! 

I have a question about MAX3000A CPLD (specifically EPM3256AT144-10N). Can I apply DC voltage (+-3.8V max) to an input pin and bypass it unchanged to the output through TRI buffer?

the part will not tolerate -3.8V
