Program/working on Agilex7 SoC without HPS processor

Hello,
 
I am working on the Agilex 7 SoC, I-Series. I was wondering if I can program the FPGA fabric through JTAG with no HPS instance on the project , then using the fpga fabric only 
 
Could you let me know the main steps to follow?  For example, if I generate a counter that toggles an external signal, do I need to instantiate any HPS unit on this SoC?
 
The motivation is that we have many small RTL designs we need to check and the compilation time with HPS is much more longer than compiling the small design only

You can ignore it unless you're already using the HPS to program the FPGA after it boots.  Or pop out the SD card if you're booting from that.

You don't need to include the HPS in a design.  Just treat the device as a standard FPGA.

Ok , in this case should I prevent the linux OS to boot ? 

Or ,  just ignore it and program the FPGA ?
