Quartus-Cannot load library error (tsm_ddrtcl.dll)

Hello, 

I`ve been getting this error below every time when I try to open quartus.I `ve reinstalled the program a few times.It did not solve the problem.When I open the program once after the reinstallment,it works good.Then I close it and try to open again,it does not.This makes me crazy because I have to finish a project soon.There`s no answer on google or altera`s website.How can find a solution? Have you encountered this error before? 

( I cannot find that .dll file anywhere)

or use a newer version of the tool, one that was released in the last 5 years?

I have the same problem. The system displays a message :

In fact, this file is present on the disk:

Please help solve the problem and finish my project with Altera . 

Note - reinstall the program has not solved the problem.

Maybe it helps for someone. Antivirus can cause this problem. You need to add this file to exclusions of your antivirus. You need to do it before you make the first launch of Quartus, otherwise antivirus can delete this file or add to the quarantine. My AVG does like this:)
