Remarking at the Factory in Philippines

I purchased PN EPM7192SQC160-10N that came with a Factory label, Leads were found to have form and shear marks that I determined to be factory new. I checked the package and it was within tolerance dimensionally. I always test the surface to make sure it has not been Blacktopped and remarked. I tested (3) devices and they all were found to be Blacktopped and remarked. I know that most OCM's do at times remark their devices for many reasons but at a minimum if they test not to meet the full criteria for proper functionality. Could someone just let me know it this is a possibility?

In my experience remarked components are always not genuine. They are either the right components that didn't pass the final test or a completely different component in the same package. Don't get fooled by the factory label, they can look very genuine. 

The only way to be sure you get the good part is to go through an official distributor. Each time you do through a broker you are taking a risk, and it is getting harder and harder to figure out the good parts from the bad ones.
