Are you referring to design functional simulation? If yes, I think the Modelsim Altera starter edition will be a good one to start with.

There are several tools 

Modelsim Active hdl Ncsim  These all require a license, but have lots of features. Some have cute down free version.  There are a few free vhdl and verilog simulators, but they are mostly hobby projects, harder to use and no where near as fully featured.

 If you are working with the Altera FPGA, I think the best would be to use the Modelsim Altera Starter edition because it is free and also come with pre-compiled Altera libraries which will ease you simulation.
