Are you referring to design functional simulation? If yes, I think the Modelsim Altera starter edition will be a good one to start with.
Perhaps you may refer to the link below:https://www.altera.com/support/support-resources/design-software/quartus-ii/simulation.html It would cover the simulation tools other than modelsim. For signal integrity check, you could have the IBIS simulation.
There are several toolsModelsim Active hdl Ncsim These all require a license, but have lots of features. Some have cute down free version. There are a few free vhdl and verilog simulators, but they are mostly hobby projects, harder to use and no where near as fully featured.
Hi Metaboy,If you are working with the Altera FPGA, I think the best would be to use the Modelsim Altera Starter edition because it is free and also come with pre-compiled Altera libraries which will ease you simulation.
