The input clock of Cyclone 3 can use a clockout from a ARM?

I want to use the input clock of Cyclone 3 from a ARM's output clock,does it can? 

It can reduce a oscillator. 

Does anybody use the source clock as this way?

Any clock signal that follows one of the Cyclone III's I/O standards can be used as a clock source, you don't absolutely need an oscillator.

There is a table of accepted I/O standards on page 6-12 of that document (http://www.altera.com/literature/hb/cyc3/cyc3_ciii51007.pdf). 

If you plan to use a pll with that clock signal, be sure to connect it to one of the dedicated clock inputs and that it's frequency is within the acceptable range of the pll.
