You need to add the correct path to Tools>Options>EDA Tool Options.
I have C:\altera\14.1\modelsim_ase\win32aloem in ModelSim-Altera. You probably need the same, if you are using the Web edition.- Mark as New

C:\altera\13.1\modelsim_ase\win32aloem I am using web base edition 13.1...I have even read out the manual "Getting Started with Quartus II Simulation Using the ModelSim-Altera Software" but I am receiving the same error

Have you actually got ModelSim installed at that location?

the extra slash there might make a different for old version of Quartus II
