You may refer to the Cyclone V device handbook -> I/O Features in Cyclone V Devices chapter for further details on the IO banks. This is the link https://documentation.altera.com/#/00005773-AA$AA00004774.

The number of Cyclone V I/O banks depends on the device density. The availability of I/O bank is varies according to device packages. You can refer to Table 5.14-Table 5.22 of Cyclone V device handbook in order to know the modular I/O banks for Cyclone V devices

For features and capabilities, I believe you can look at the datasheet and also the handbooks....

For how to use them, I think you can join some of the free online training available in Altera website.

To add on, you might want to look into the Cyclone V pin connection guideline for further details on the pin connection ie power, transceiver, IO of different banks.

Its better to refer to CV overview first. and for its banks IO, you can refer to its iout file.

Important to go through the Overview to get some idea..then check the IO chapter in the handbook.
