cycloneIII JTAG configuration problem

hello  

this problem has cost me three days. 

when i program my source file by JTAG configuration schem. i can program my file successfully. but my FPGA do not seems work fine. i connect my pcb board conform to altera cycloneIII handle book. 

my deat friends if you used cycloneIII. please help me. 

my native language is not english. please do not care.
