hello Thanking you, my problem is sorted out,
Solution: just write click on Eclips link and then select "Run Windows in XP compatiablity mode" restart the tool, not to forgat run as administrator
any way i am using Quartus 9.1 and quartus 11.0
but this problem is in quartus 9.1 only.
