how to connect unused reserved pins on the board

If I set the unused pins as "inputs tri-stated" or "inputs tri-stated with weak pull up" in Quartus II, do I have to connect the pins at the board level?

If you set the unused pins as "inputs tri-stated", you should connect the pins on the board level to VCC or GND or some signal for better noise immunity. If you set the unused pins as "inputs tri-stated with weak pull up", you do not have to connect the pin on the board.
