I want to get the information of EP4CE115F29C8N for application the export licence. 

 1) what is a maximum number of single-ended digital input/outputs for this part？ 2) An aggregate one-way peak serial transceiver data rate ??  Can anyone help me??

 here is the overview. https://www.altera.com/en_us/pdfs/literature/hb/cyclone-iv/cyiv-51001.pdf  it says Maximum user I/O is 528.  also this is the handbook https://www.altera.com/content/dam/altera-www/global/en_us/pdfs/literature/hb/cyclone-iv/cyclone4-handbook.pdf on page 26 it says EP4CE115F29C8N has no trancseiver because, EP4CE is not CycloneIV GX.

And also, what is the eccn code in this part？ 

in the website of hong kong tid....that the eccn code is 3a001a7a but i get another data is 3a991d.
