Hello, I was planning on buying a replacement power supply for my server that has a S5000PSL board and was
wondering if having a power supply with the remote sense cable is required for operation?
I see in the manual it looks like it is appears this unit is compliant with the newest Intel standard ATX 12V V2.3:

It looks like remote sense is not available on a lot of power supplies form what I can see.
Your help is appreciated.

If you mean the 5-pin Power Supply Aux connector, not it's not required. However it does require a 2x4 pin 12V CPU power connector. See the board http://www.intel.com/support/motherboards/server/s5000psl/sb/CS-022619.htm TPS, section 5.2 for details.
