CODE / DESIGNer is not enabled and showing after 3491 update and i was not able to open or edit any codes in intel xdk please help me asap.

I just started using the 3491 version, but from what I see:

I think you just need to minimize the "web services" panel in order to see the project files tree.

As for the Design panel, to enable it on a specific project, go to the project-info.json file (located inside the www/xdk/project-info.json) and set "usesAppDesigner":"true"

I have not tested it but that should do...

EDIT > I just tested it and it did not work... :(  and I cannot find a way to enable the pannel in the UI

So unless someone can tell you what needs to be modified in order to activate the design pannel, I think the best you can do is start a new project from a blank template making sure you check the "Use app designer" checkbox. Then move inside that project the source code files of your original project...
