won't install under win2k

I was using digital fortran 6.0 under winnt and upgraded to win2k everything works perfect when I tryto reinstall or try to upgrade to 6.1 or try to add any extra package like sample programs from the original cd it says itcan't write to system32 directory or wrond command.com

You must install while logged in as an Administrator.
