Win10 Thunderbolt 3 Driver: 8086 JHL6540 Thunderbolt 3 Bridge (C step) [Alpine Ridge 4C 2016] 15D3

So I have been troubleshooting this for the past week, and I want to preface this by saying my Alpine Ridge card has worked for both my UA Apollo Twin MKII for the past 6 years and I was also able to get my new Apollo X6 Rack mount working by itself. Both devices are being recognized by the Thunderbolt control center, but I have no audio and the UAD Software is no longer recognizing either device after multiple installs and uninstalls, as well as reseating my Alpine Ridge TB Card in my Gigabyte Aorus X299 gaming 7 Mobo. 

The error code says its for the PCI-to-PCI Bridge (One of 11 in my Device Manager) 

I searched the drivers online but only found Linux drivers, which will help when I get around to building my linux system, but this is the information that I have found:

Intel Corporation 8086 JHL6540 Thunderbolt 3 Bridge (C step) [Alpine Ridge 4C 2016] 15d3


Error Code: This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)

The specified request is not a valid operation for the target device.

I have not been able to find any drivers for this and Im pretty sure this is what is causing my faulty thunderbolt card. Anyone have any idea on what I can do or where I can get the legacy drivers for this? Because using Driver Easy and Driver Booster both have not worked.
