Previously, I used the ax200 model wireless network card on my laptop with a speed of 1000 Mbps. After switching to the ac9560, the download and upload speeds dropped to 250-100, while the usage environment remained unchanged. What could be the reason for this?

It appears that you're encountering connectivity issues after switching to AC 9560. and it may be due to compatibility issues with the wireless card. Before you install/change the Intel® Wireless Adapter in a system, you must contact the system manufacturer to determine if the Intel® Wireless Adapters you plan to install is approved for use in your system and country. You are required to follow the manufacturer's post-approval requirements.
Since you already performed the integration, it is also important to understand that it may not work due to hardware or software compatibility issues or dependencies.

1. Is this a laptop or desktop system?

2.just in home
3.never
4.I have generated a report in txt format,but I am not sure if it is correct,uploaded the txt file to the attachment

Just to clarify, you were previously using a desktop equipped with the AC9560, and after switching to a laptop with the AX200, the issue began to occur—is that correct?
Also, the AX200 supports Wi-Fi 6 (802.11ax), which offers higher speeds and better performance compared to the AC9560, which supports Wi-Fi 5 (802.11ac).
Please also check if the antenna is properly configured and I also recommend checking your router settings to ensure they are optimized for the AC9560.

On the contrary.
I were previously using a laptop with the AX200, and after switching to a desktop equipped with the AC9560, the issue began to occur.
although,AC9560 only support WIFI-5,The seller claims that it supports 160Hz and 2,9Gbps,but he cant help me to solve this question in including the router seller.

The Wireless-AC 9560 card can, in perfect conditions, achieve a 1.733Ghz connection. What you can actually achieve on a regular basis is going to be less than this. Seeing only 250MHz is far below what you should be able to achieve, even in poorer conditions. I would be checking that the antennas are properly connected to the card. I would also try swapping the antennas from one connector to the other.
I personally think that the 9560 is absolute crap; the worst solution that Intel ever produced. Based upon the chipset Series in the system, there are suggested alternatives. See the tables regarding the connector type and supported parts in my wireless card cheatsheet (attached).

After I bought a new antenna, the speed got better.
Although I didn't reach the highspeed limit, it still made me satisfied.

I investigated further and it appears that the wireless card that you're using is not on the list of supported cards. You can check this link for more information: https://www.asrock.com.tw/MB/Intel/B760M-HDVM.2/index.pl.asp#Support
It's best to consult the motherboard OEM regarding the speed issue that you are experiencing.
