Does Intel DDR3 memory controller allow DLL off/disable mode where DDR3 can work at lower than 300MHz?

The DDR3 is specified to run at atleast 300 MHz. However, a person may want to run it at slower frequencies for various reasons. The DDR3 memory devices ​may support a mode where its internal DLLs are disabled. These DLLs can only correctly work at 300MHz or higher. Disabling them allows to run the interface at less than 300MHz. Details of the method must be found from the datasheet of the memory part.

 

Does Altera DDR3 controller support entering a DDR3 RAM into such a mode?

If it's not in the parameter editor for the IP, it's not available. I've never seen this option before, so I don't think it's possible.
