IP with web edition

Various places on the Altera page indicate that there are some types of IP available using the web version of Quartus. 

 

In Quartus under "Tools" there is a line "IP Catalog". Nothing happens when that is selected. I would like to add a PLL. Can that be done using the web tools?

When I used "View - Utility Windows - IP Catalog" it opened. And, now it works using "Tools - IP Cataloig".
