PCI Express board is not detected by lspci in linux

I have Cyclone IV GX FPGA Development Kit Board. I have made the time limited .sof file in Quartus. I have used a reference design for cyclone IV. 

(PCI Express to External Memory Reference Design:c4gx_pcie_qsys_msgdma_11_0_1.) 

 

In Quartus programmer I Sucessfully download the .sof file to fpga. The status LED (alive LED starts blinking). But when I want to see this board in linux, there is no board detected. Why? Any suggestions?

Have you rebooted Linux after loading the .sof?

Yes I have made the procedure: Programming with the .sof File which is described in PCI Express to External Memory 

Reference Design on page 13.

Application Note AN431 has all the details on how to run PCI Express to External Memory Reference Design, including how install the software driver, dev kit DIP switches settings, how to programm the FPGA.
