Hi,
Please provide more info on your OS, Modelsim Version (Downloaded from Intel website or Standalone version) etc.
Normally Permission denied cases come where the particular folder doesn't have write permission (If the pwd (present working Directory) is in C drive).
Try to change the working Directory to other directory using cd command after launching Modelsim.

OS: Windows 7 enterprise SP1
Modelsim Version: ModelSim - Intel FPGA Edition 10.5b
Modelsim is not opening from Prime software but it is working alone when it opens.
all the Permission are provided to access.

I think you might need to setup the nativelink and simulation setting. You can refer to the link below:

If invoke modelsim from Intel Quartus Prime Software, do you still see the same error?
