Laptop display flashes randomly. I've already done several troubleshooting steps, even reimaged the whole system to no avail. The issue also happens on the external monitor. Is the laptop's graphics card dying? Any opinion and help would be greatly appreciated. Thank you!

So the Intel support engineers can have more information about your system, Please download and run the Intel System Support Utility (https://downloadcenter.intel.com/download/25293/Intel-System-Support-Utility-for-Windows- ) for Windows. Select all data categories and then have it generate a report. Next, have the tool Save the report to a text file (don't try to use the Submit capability; it doesn't work). Finally, using the Drag and drop here or browse files to attach dialog below the edit box for the body of your response post, upload and attach this file to the response post.

In order to better assist you, please provide the following:
1. Is this issue recent? If so, when did it start?
2. Is the issue present inside the BIOS?
3. Is the issue present when the Intel graphics are disabled? Is the issue present with the NVIDIA GeForce 940MX?
4. Did you run all the Windows updates, including the optional ones?

1. This isn't a recent issue. I've been trying to solve this since April of this year. I've even brought the laptop to a computer repair shop but they were unable to replicate the issue after about an hour of trying, hence, no troubleshooting was done.
2. I've tried entering the BIOS several times to test the issue and it did happen just once.
3. I've also tried disabling both Intel HD Graphics and NVidia GeForce, and the issue still persists using Microsoft Basic Display adapter.
4. I've installed all Windows Updates including optional ones.
P.S. This might just be a coincidence and irrelevant, but sometimes the flashing happens when I receive a phone call or when I charge my phone near the laptop (phone not charging from the laptop).

Thanks for the information provided. Based on your issue, please try the following:
1. Disable the Panel Self Refresh setting in the Intel Graphics Command Center:
2. Lower the setting using the Intel Graphics Command Center:
- On your IGCC program, go to Displays and lower the resolution to the next setting down.
- Change the refresh rate to a lower setting.
- Put the system on full power.
- Disable Desktop Window Manager:
- Access the Power User menu by right-clicking the Windows taskbar icon.
- Select Run.
- Type services.msc into the Run dialog box.
- Locate Desktop Window Manager Session Manager.
- Right-click it and select Stop.
- Right-click Desktop Window Manager Session Manager again.
- Select Properties.
- Under the General tab, modify the start-up type to Disabled.
- Press OK.
3. If you do not have access to the Intel Graphics Command Center, you can change the refresh rate to a lower setting using Windows Advance Display Settings
- Right-click the desktop screen and select Display settings
- Scroll down and press on Advance Display Settings
- Choose a native built-in display monitor (If laptop)
- Under Refresh rate Change the refresh rate to a lower setting.
- Disable Desktop Window Manager:
- Access the Power User menu by right-clicking the Windows taskbar icon.
- Select Run.
- Type services.msc into the Run dialog box.
- Locate Desktop Window Manager Session Manager.
- Right-click it and select Stop.
- Right-click Desktop Window Manager Session Manager again.
- Select Properties.
- Under the General tab, modify the start-up type to Disabled.
- Press OK.

1. There's no Power tab and Panel Self Refresh settings in Intel Graphics Command Center.
2. There's no refresh rate settings in IGCC.
- Display Refresh rate found in System>Display>Advanced Display is fixed at 60.03 Hz and cannot be altered, just the display resolution
- Desktop Window Manager cannot be disabled since Windows 8. It's not even in the list of Services. DWM process from Task Manager cannot be ended.

Hello noble_II,
Thanks for the confirmation. If you have the latest driver version installed and the latest BIOS version installed, my recommendation would be to check this issue with HP since it also happens in the BIOS.
Hp will need to run some tests to confirm if there are hardware or software issues and determine if a replacement is needed.
Please keep in mind that this thread will no longer be monitored by Intel.
