Poor quality video

Hi to all, I recently purchased a brand new Dell Inspiron 3471 Desktop to replace an old pc. I have been very disappointed  with the image quality in streaming TV using a VPN. The new PC has Intel UHD Graphics 610 on board, and I am wondering if this is not capable of delivering smooth HD motion. The video I get is choppy and certainly not HD. Anyone one know if this graphics setup is not optimised for streaming?

So we can have more information about your system, Download, run, and save the results of this utility as a text file:
https://downloadcenter.intel.com/download/25293/Intel-System-Support-Utility

Then ATTACH the text file using the instructions under the reply window ( Drag and drop here or browse files to attach ).
