I'am not using Windows. I'll using Ubuntu Studio. Video output via VA-API (mpv + smplayer).
Yes. CPU is N4100 ( https://ark.intel.com/content/www/ru/ru/ark/products/128983/intel-celeron-n4100-processor-4m-cache-up-to-2-40-ghz.html ).

For what to address linux.org? Support of hardware decoding at the level of a video kernel.
If support of decoding is, everything will work. If is not present, then will not be. Absolutely not important what operating system is used.
My i7-2600S does not support HEVC decoding. Regardless of the operating system, it will not be able to decode 4K H.265.

And that would depend on the driver, which is not provided by Intel, which is why I referred you to the Linux community.

Reality is you testing your specific need. If it does not work, then start a thread about what specifically does not work.
ASUS has post this about their mini PC:
- Integrated 4K UHD graphics supports 2x Monitors using HDMI and Mini DisplayPort
Have you asked ASUS about their design and support? They are the integrator and did make the device.

I already asked ASUS.
They tell me next:

In theory, the UHD 600 supports 4K HEVC hardware decoding, though getting hardware video decoding on Linux is not easy to get working.

In Linux VA-API support for Intel very good in mpv+smplayer.
If you use Windows only then many things in Linux not avalable.
