Opening this as a new topic since the old topic had multiple things in it and I got past the variable refresh rate issue and that works fine now.
Just tested again and with the driver that came out yesterday 6631, HDR still shows disabled in intel graphics software and in windows display settings , when my monitor has it turned on in its settings.
In the intel graphics software -> display -> display info - HDR Support: Disabled
I'm using a displayport cable on the marked display port (primary with the marking around it)

1. What's the Display cable revision?
2. Was this working fine before?
3. Have you tried using other display cables?

1 - Multiple new display port cables, they say 4k on them. I've also tried HDMI cables with the HDMI port and same issue, including an HDMI cable that on the same monitor and port works fine with HDR being turned on with the xbox series x and monitor. I just PC Game with this monitor these days and using the correct indicated displayport port on the B580.
2 - This has never worked as long as I am aware, I got my B580 early February, so I've been using drivers since then and each time I give it another try.
3 - Yes multiple cables, VRR works just fine, meeting my 165hz gaming monitors max refresh rate, so the bandwidth is there.

Thank you for sharing this information. What I need to know and confirm is the exact version of the Display port cables that you are using as HDR is only supported when using HDCP2.2. Please check the cable version with your Place of Purchase if you're not familiar with it so we can confirmed if it supports the said feature.

This monitor supports both DisplayPort 1.2 and HDMI 2.0 (not 2.0a), and supports HDR 400 (400nits) and FreeSync, the FreeSync is working fine on Intel ARC.
This is a 4K DisplayPort cable which means 4K@60hz which means it is capable of more than this monitor can do, the monitor can do HDR and FreeSync - and the freesync works fine with the IntelARC.
That article isn't for Intel ARC but for a HD Graphics 620 which is an igpu. HDCP is never identified on cables, the cables just provide the maximum bandwidth specifications, HDCP is a software layer technology, it doesn't operate on the hardware layer. Either way that article doesn't talk about Intel ARC also.

After review, there seems to be a compatibility issue with this Acer RX241Y monitor and the B580 GPU. We tested with an Acer Nitro VG280K and got HDR working correctly. While the issue is noted we cannot guarantee a fix is going to come out anytime soon. We cannot guarantee compatibility with every single device permutation in the market. If a solution is developed in the future we will let you know. We do advice reporting this directly to Acer as well in case the compatibility issue is root-caused on the display's firmware.

That is actually really good news, hopefully it's something to fix on the hdr detection in the intel driver.
I looked at that monitor you tested with and it looks like it is a year older than mine. It is a bigger screen and a 2160P monitor with basic refresh rates, vs my 1080P 165hz VRR+ more nits for HDR, but both are gaming line. It has the same displayport capability as mine, it says it does "DP Format: Default is DP1.2, can selection support DP1.1 or DP1.2 format", which is the same as mine.
Did you do DP1.2, and are you using displayport for this test?

Does that mean Intel isn't pursuing this any further? Acer doesn't communicate with consumers after 1 year warranty passes. Also this monitors HDR works fine with Xbox Series X and I'm sure other video cards. Isn't there anything further you can collect from my computer to diagnose the HDR detection/negotiation with the video card/driver?
