I just bought it yesterday, it just less than 24 hours and I also found the same issue. Fans are not spinning. If i restart fan just spin for few seconds then it goes off automatically. However i also did GPU stress test and it is actually working fine.
Go to the below link for stress test. Start the testing then set 1000 as number of spheres then click apply for test then ok. Instatall HWmonitor or HWinfo and check GPU fan RPM. Make sure your GPU is working at 100% load. Hope this is work. If at 100% load fan is not spinning then there might be issues.
