Unable to checkout a license. Make sure your license file environment variables are set correctly an

Whenever I launch my Questa, I get this:

The environmental variable that I set:

Then running the lmutil lmdiag command :

I don't know how to make it run. It ends up giving me the error. Its not finding the license file not matter what. 

Somebody help me, please.

have you looked at the license file to see if it's actually got a license in it? who found the license files from the self-service license center have no actual license lines, just comments.

This is correct. I just checked the license files, and they are just comments, no licenses. 

What to do now?

well how about put a comment in that other thread. I was hoping if we get enough people posting in there with the same issue that someone from Intel will look and go fix the license portal.

There's quite a few posted in the other thread where people were asking questions. But here's mine again.  (note I had to change the extension to .txt to get it to attach here). And thanks for looking in, there's a lot of people failing to get questa licensed.
