Change Default Programmer and Settings for different Windows User Accounts

I would like to know how to setup default hardware and programmer settings in Quartus Prime 18.1

Background: We use this software as a part of an automated test sequence to program a FPGA in system. Each of our testers have their own Windows user account for the test system. When a new user is created, we have to be sure to go into Quartus to setup the hardware server for the Ethernet Blaster and to setup the programmer settings. Is there a place that we can set this up for all Windows users? This is the only piece of software that we use that requires this so it gets missed quiet often.

You can save programmer settings in a .cdf file.  Maybe each person could have their own .cdf file they could open in the Programmer.
