Can't open project -- you don't have permission to write to all the files or create new files in the project database directory".

What location did you specify for the project directory? Obviously if it's a location that you don't have access to or can't write to, then you would see this issue. Can you put the project somewhere else?

Translation:
-----
I have everything downloaded to be able to use Quartus, but when I try to create a file I get this message: "Can't open project -- you don't have permission to write to all the files or create new files in the project database directory". In the questions I found a similar comment that mentioned something about bits and gives the solution with a command (attribut -R/ S/ D/ *) I also tried it and it's still the same. I hope you can help me solve this since I need it for school.

As mentioned by sstrell, check that you have permission to edit the file in the project directory.
When you create a new project, Quartus by default will use the Quartus installation directory, which you might not have permission to edit/write.
Change the working directory for your project and see if the issue still persists.
