I'm regenerating a hps system with the Platform Designer and receive a couple of errors during execution of script generate_hps_sdram.tcl

I am using Microsoft Windows [Version 10.0.18363.720]
Quartus installation: LAST_QUARTUS_VERSION "19.1.0 SP0.02std Standard Edition"
I found literally the same error description here:

But the work around ist not useable because this is for Linux Operating Systems only. It shouldn't appear on a Windows machine...
Does anyone have had the same problem or maybe has a solution?

I have checked the 3 solutions.
Solution 1 and 3 are literally the same. The linux subsystem wasn't activated. A reboot after closing the dialog brought no change in the behaviour of the Platform Designer...
Solution 2 has been negative, too. Every system variable pointed to the local drive C: The Variable HOMEDRIVE wa snot present, I created it pointing to a local folder on my C: drive.
The error is the same till now.

My hps system is configured to use a DDR3 memory with 400 MHz clock frequency.
Got it. As mention this problem occur is due to the windows upgrade.
The workaround for it would be use another computer with linux OS for generation, or you may send your design for me to generate it for you. You may check your email on this.

for me is not possible to use a computer with linux os and also it is not reasonable request you to generate the system for me.
When this problem will be resolved?

Go to check the jtagserver.exe (same path as in the generate log) whether it is enabled in the firewall for all network types, see below:
jtagserver firewall
You may have to click on the 'Change settings' button with a shield icon on it before the firewall rules are editable - they are locked against being changed by software.
You might need to have the admin to do this.

Can we have any update from you? When will we be able to generate a HPS using SDRAM with an Quartus Version greater than 18.1.1 Build 646 04/11/2019 SJ Standard Edition? Till this Version a HPS compilation was working, even running this great Windows 10 (Version 10.0.18363.720).
The jtagserver does not matter because it is the same on both versions installed parallel on this system. And the Windows Subsystem for Linux is deactivated. So please get us a solution!

as you might have seen in my first post from March, 23. I already had installed the mentioned patch 0.02std described in your link.
I tried againg to generate the HPS core and it failed in the same way.:

Thanks, can you try the below suggestion? It should be working as we have success story from our side. (running win10 release 1809 build 17763)
- uninstalled Ubuntu 18.04 (If you have)
- uninstalled wsl
- re-installed wsl
- downloaded latest Ubuntu 18.04 from Microsoft Shop & installed it
- executed following on Ubuntu shell :
sudo apt-get update
sudo apt install wsl
sudo apt install dos2unix
sudo apt install make
sudo apt-get upgrade

does this fix work even for 18.1 std? i was told the cygwin problem is only for 19.1 and above. can you please let me know? I am stuck and need to get this going.
