As you've seen, the IPDT tool doesn't work all that well with ancient, 1st gen. Core processors. Your processor is not supported on Windows 10. While Windows 10 will run, there are no performance guarantees for older unsupported processors like yours.
Adding more memory will help a little bit, but I really consider this throwing good money for bad. Really, the only proper solution for your concerns is to get a newer processor (at least a 7th gen.). This will mean a new motherboard and new memory (you'll be transitioning from DDR3 to DDR4) as well. Sorry there isn't a better answer.
