This chassis fan is exhausting air? [Should be]
You are reaching 100c even with all three of these fans running at full speed? If this is the case, then this cooling unit is broken or inadequate or is improperly attached to the processor.

Definitely nothing wrong with the cooler I had it on an AIO until 2 hours ago and the temps were the exact same, I'm not too sure about the fans running at 100% though 🤔 I will check the bios set them to max and re-run the tests to make sure but it's fresh noctua thermal paste everything is attached and working as it should I'll check the fan speeds but if it's not the fan speeds I'm guessing this is not normal? Thanks

So I've put all fans on max via the bios and run cinebench again still the same results cpu topping out at exactly 100c and boosting it's self to 4.7ghz

See my earlier response. You haven't changed anything. There's only only place that the analysis will take you: bad or inadequate. If you cannot show that the cooling is not mounted properly, with correct amount of TIM, then the only other choice is to get a better cooler.
