On my Windows 11 workstation with i7 12700 (non-K) I was able to run XTU 7.11 and set the Power Limit to 55W.
Now I get these two errors if I try to launch XTU:

We appreciate your patience.
After reviewing this matter, we can confirm that this issue is related to compatibility. As you know, the Intel® XTU tool does not support your Intel® Core™ i7-12700 Processor since it only works for Intel® Core™ processors that include the letter K or X in the product line suffix. The issue you reported is expected behavior, in this case, for compatibility reasons.
