Defein CFI device

Hello  

As per https://www.altera.com/support/support-resources/knowledge-base/solutions/rd12052012_305.smartphone.highresolutiondisplay.html  

I am opening programmer by right click as administration still it is not working can not access define CFI device we are using quartus15.1 

Kindly help us where I am wrong
