We are currently using the Altera  Cyclone IV EP4CE22E22C7N.

Actually we just get  EP4CE22E22C8n from the market. 

Whats the difference between this two speed grades? Is it measurable?

Hi, 

Speed grade C7 and C8 don't have significant difference in term of speed, unless you are using GX series. 

attached is the device overview matrix and datasheet(pls refer switching characteristics for comparison between speed grades) for your reference.
