Why is Bus Analyzer Toolkit not available in the menu?

Hello, I'm trying to follow this guide to add debugs to my design. But I don't see this listed in my Tools menu. I'm using Quartus Prime Pro 20.4.0 with 0.17 patch.

Hi,

This feature is only available for devices supported on Quartus II v13.1. Do you see your device listed here? https://fpgasoftware.intel.com/13.1/?edition=subscription&platform=windows
