I recently acquired an S5520HC motherboard with two X5650s and am struggling to power on the device, given that I do not have the front panel. Shorting pins 11 & 13 as per this schematic does nothing:

Is there any other set of pins that must be shorted to turn this board on? Finding a front panel for such an old board in South Africa will likely be very difficult.

It is correct. Pins 11-13 are the only ones required to turn on/off the board.
I would also consider testing the board in a non-conductive surface to eliminate any possible grounding issues. Also, please remove non essentials components such has hard drive, optical drives, memory.
Are there any LEDs lit on the board itself?

Motherboard lights turn on fine - 5VSB_LED is a bright green, SYS_STS is more limegreen. Surface is non-conductive. Is the latter led's colour indicative of any issues?

The lights you indicated tell us that the unit is getting power and that it is ready to post. If you already jumpered pins 11-13 properly then it is possible that you may have a defective board.

You should be able to remove the processor of the unit and at least get beep codes when attempting to turn on the board. If this is not the case, you should consider contacting our support center for warranty replacement.

Foot note. Pins 11-13 need a momentary connection/,
Solid jumper will cause the board to stay off.
