S1200SPLR - PCIe Slot 5 and Fully populated (8) SATA

I currently have 8 HGST SATA hard drives connected to the board and they are all detected. However, my M.2 NVME on a PCIe x4 adapter on PCIe Slot 5, previously detected prior to connecting the SATA drives, is no longer showing up.

 

I installed TRUENAS onto the NVME drive and it booted properly prior to connecting the 8 SATA drives. It was after connecting the SATA drives that the NVME drive no longer shows up and the Boot entry shows an error of no device found.

 

UPDATE: I've noticed that when the NVME adapter is installed in Slot 5 while 8 SATA drives are connected, launching the TRUENAS installer results in a black screen on the VGA out. I can't tell if the installer froze after the GRUB menu or if there are other errors causing this.

 

I looked through the board's technical specifications, but do not see any mention that the PCIe Slot 5 (PCH) cannot be used if all 8 Sata slots are occupied. https://www.intel.com/content/www/us/en/support/articles/000017644/server-products.html

 

Is this expected behavior? The current bios version is S1200SP.86B.01.02.2015.121820150803. This might be the original bios that shipped with the motherboard and hasn't been updated since.
