Failed to load downloaded intel oneAPI base tool kit package.

I downloaded both the intel one API base tool kit and also the HPC tool kit, but when I tried to extract the package the below error appeared.

I have previously installed Visual studio 2019 and I researched that it is compatible with intel oneAPI 2024.1.0. 

Below are the details

• The installer is offline package
• Microsoft Visual Studio 2019 Build Tools for Visual Studio 2019 (16.11) installed 
• Build Tools for Visual Studio 2019 (16.11)
• Visual Studio Community 2019 (16.11)
• Intel oneAPI base toolkit 2024.1.0. 

How can I solve this problem
