It looks like you might have a bad install. I'd try just uninstalling and reinstalling Quartus.

Hi, could you confirm the product and the version of the Intel® software you have installed on your system? Also, if you did integrate it with an IDE, please share the name and version of the IDE you have integrated it with.

Quartus Prime Version 21.1.0 Build 169 03/24/2021 SC Pro Edition , Patches installed : None
I don't have IDE installed.
