What board is it, and what programming device?
An FPGA needs an external configuration memory if you want its configuration to survive a power loss, whereas a CPLD keeps its configuration without an external memory.- Mark as New

hello Daixiwen,
my board is Altera Cyclone III EP3C120F780c7development kit.The memory on the board only have SRAM,FLASH,DDR2.I don`t see EPCS* on board,so i don`t know what is the external configuration memory for this development kit. In my opinion, the CPLD is used for the controller,is the FPGA`s pof file stored in CPLD .- Mark as New

There isn't any EPCS on that board. The FPGA configuration should be stored in the parallel flash instead. If you have a look at the kit documentation, you'll find information on how and where to flash it.
The Max II CPLD is just here for the USB blaster functionality and you don't need to do anything to it.- Mark as New
